From evidence to practice
Threshold is a named programme of Oxon Advisory, run with Professor Huw Williams of the University of Exeter. The evidence base on this site is the same one the consultancy work runs on, which means a recommendation can always be traced to a record, and a record that does not support it will say so.
Four practice lines
Pathway designWhere identification should sit in a justice pathway, what happens to a positive screen, and who is accountable for the person afterwards.
Readiness assessmentWhether an organisation can act on what a screening programme would find, before it starts one.
Population analytics and system modellingEstimating local need from the evidence base, and modelling what a change to the pathway would do.
Capability buildingWorkforce knowledge that changes practice rather than only knowledge, with the evidence on what training actually shifts.

These are generated from the corpus rather than written beside it, so they cannot drift from the evidence.
In build
A comparison of the screening instruments in current use, with the populations they were
validated on, their reported sensitivity and specificity, and where in the pathway each is
used. A pathway map showing where identification fails and what the evidence says about each
point. A readiness question set. All three come from the screening and pathway strands and are
built once the definitive search is complete.
What this means for policy
Authored content pending
A short note attached to each settled finding, written by Stan Gilmour and Huw Williams, kept
visibly separate from the evidence so that an implication is never mistaken for a result.
Nothing on this site generates a policy recommendation.
How to start
A scoping conversation, then a written proposal naming what would be done, by whom, and what would be handed over. The person you speak to is the person who does the work.
